Climate Change Response (Moderated Emissions Trading) Amendment Bill
Charles Chauvel, in Committee, to move the following amendments:
Clause 22: New Section 86A:
Subclause (2): To insert after subparagraph (2)(b)(i) (after line 18 on page 39) the following:
“(ia) a declaration of all donations made to any political party in the previous year by the applicant, including in the case of a body corporate, those made by its directors and senior managers; and”
New Clause 23A:
To insert, after clause 23 (after line 23 on page 46), the following:
23A Chief executive to publish certain information
Section 89(1)(h) is amended by inserting the following new paragraph:
“(ha) For each participant who has applied for a free allocation under section 86B:
“(i) their name; and
“(ii) their address; and
“(iii) the number of units allocated; and
“(iv) their annual allocation adjustment, if any, in the previous specified year.”
This Supplementary Order Paper amends the Climate Change Response (Moderated Emissions Trading) Amendment Bill. These amendments are as follows:
Clause 22: New Section 86A: requires applicants for a free allocation of carbon credits to agricultural or industrial emitters to declare any political donations made in the previous year, as an anti-corruption measure. Corporations would have to declare both corporate donations and those made by their directors and senior managers.
New Clause 23A: requires the Chief Executive to publish the result of every allocation decision, with sufficient information to identify the participant.
